    Towards Closer European Union and German Cooperation with South Korea in the Indo-Pacific

    In November 2022 South Korean president Yoon Suk-yeol unveiled his country's new Indo-Pacific strategy, which shares points of convergence with the European Union's "Strategy for Cooperation in the Indo-Pacific" and Germany's "Indo-Pacific Policy Guidelines." As one of the few liberal democracies in the region, an advocate of inclusive multilateralism, and the world's tenth-largest economy, South Korea is very suited to being a close cooperation partner for the EU and Germany in the Indo-Pacific. Such cooperation can build on a very solid basis of achievements, especially in the economic realm. This includes a "Free Trade Agreement" in place since 2011. A "Digital Partnership," also at the EU level, was also signed very recently. And, as a producer of high-tech goods such as semiconductors, South Korea figures as a critical partner in the quest for more resilient supply chains. The EU, Germany, and South Korea should seek to buttress their oft-emphasised commonalities regarding support for inclusive multilateralism globally with the taking of concrete joint action. Such endeavours should involve the institutions that have been sidelined by the intensification of great-power rivalries - from the G20, to the World Trade Organization, to the United Nations. The EU, member states like Germany, and South Korea see eye to eye on issues of international security, including most recently the Russian invasion of Ukraine. However, collaboration on strategic matters has yet to reach its full potential. Its central location in East Asia, alliance with the United States, and rich but ambivalent ties with China make South Korea a particularly interesting partner for consultation and cooperation on regional governance, including on security affairs. In 2023, 60 years of diplomatic ties between the EU and South Korea and 140 years of such relations between Germany and Korea will be celebrated. Summits and high-level official visits on the occasion of these anniversaries should be used to invigorate coordination and cooperation on questions of global governance and regional security. Dedicated Track 1.5 exchange can support and lend continuity to this official dialogue, too

    "From 2000 to 2001, PLS RAMBØLL Management, on the instructions of the European Commission, conducted a study on methods of recognising in advance unemployed people who are at risk of becoming long-term unemployed. The study showed that the implementation of systematic early recognition procedures is still in its infancy in the European context. This paper discusses in detail the assumptions that form the basis of early recognition and presents the key results of the study. What emerges clearly is the urgent need for a systematic evaluation and continuous monitoring of the labour administration in general and of the early recognition procedure in particular."     Basic Human Body Dimensions Relate to Alcohol Dependence and Predict Hospital Readmission

    Alcohol dependence is a severe mental illness and there is a need for more effective preventive and therapeutic strategies. Translational research suggests that intrauterine sex hormone exposure modulates the risk and course of alcohol dependence during adulthood. During development, sex hormones permanently shape sexually dimorphic body dimensions. Thus, these dimensions may provide insight into sex hormone organization. Here, we compared body measurements (absolute, relative to, and residualized on height) between 200 alcohol-dependent in-patients and 240 age-matched healthy control subjects and investigated how these measurements associate with the patients’ prospective 12- and 24-month outcome. The results show that alcohol dependence is related to lower absolute, relative, and residualized body measurements for height and weight, head circumference, bitragion head arc, lip-chin distance, hip, thigh, and calf circumference, and foot length and breadth. In male alcohol-dependent in-patients, higher risk, shorter latency, and more alcohol-related readmissions were predicted by higher absolute, relative, and residualized thigh and calf circumferences. The second-to-fourth finger length ratio, a putative proxy for prenatal sex hormone organization, was not convincingly correlated with the body dimensions, suggesting that the results represent pubertal (or later) effects. The study’s findings have implications for further research. The body measurements’ high accessibility may facilitate the future transition into clinical settings

    Floral and insect-induced volatile formation in Arabidopsis lyrata ssp. petraea, a perennial, outcrossing relative of A. thaliana

    Volatile organic compounds have been reported to serve some important roles in plant communication with other organisms, but little is known about the biological functions of most of these substances. To gain insight into this problem, we have compared differences in floral and vegetative volatiles between two closely related plant species with different life histories. The self-pollinating annual, Arabidopsis thaliana, and its relative, the outcrossing perennial, Arabidopsis lyrata, have markedly divergent life cycles and breeding systems. We show that these differences are in part reflected in the formation of distinct volatile mixtures in flowers and foliage. Volatiles emitted from flowers of a German A. lyrata ssp. petraea population are dominated by benzenoid compounds in contrast to the previously described sesquiterpene-dominated emissions of A. thaliana flowers. Flowers of A. lyrata ssp. petraea release benzenoid volatiles in a diurnal rhythm with highest emission rates at midday coinciding with observed visitations of pollinating insects. Insect feeding on leaves of A. lyrata ssp. petraea causes a variable release of the volatiles methyl salicylate, C11- and C16-homoterpenes, nerolidol, plus the sesquiterpene (E)-ÎČ-caryophyllene, which in A. thaliana is emitted exclusively from flowers. An insect-induced gene (AlCarS) with high sequence similarity to the florally expressed (E)-ÎČ-caryophyllene synthase (AtTPS21) from A. thaliana was identified from individuals of a German A. lyrata ssp. petraea population. Recombinant AlCarS converts the sesquiterpene precursor, farnesyl diphosphate, into (E)-ÎČ-caryophyllene with α-humulene and α-copaene as minor products indicating its close functional relationship to the A. thaliana AtTPS21. Differential regulation of these genes in flowers and foliage is consistent with the different functions of volatiles in the two Arabidopsis species

    A comprehensive in situ and remote sensing data set from the Arctic CLoud Observations Using airborne measurements during polar Day (ACLOUD) campaign

    The Arctic CLoud Observations Using airborne measurements during polar Day (ACLOUD) cam- paign was carried out north-west of Svalbard (Norway) between 23 May and 6 June 2017. The objective of ACLOUD was to study Arctic boundary layer and mid-level clouds and their role in Arctic amplification. Two research aircraft (Polar 5 and 6) jointly performed 22 research flights over the transition zone between open ocean and closed sea ice. Both aircraft were equipped with identical instrumentation for measurements of basic meteorological parameters, as well as for turbulent and radiative energy fluxes. In addition, on Polar 5 active and passive remote sensing instruments were installed, while Polar 6 operated in situ instruments to characterize cloud and aerosol particles as well as trace gases. A detailed overview of the specifications, data processing, and data quality is provided here. It is shown that the scientific analysis of the ACLOUD data benefits from the coordinated operation of both aircraft. By combining the cloud remote sensing techniques operated on Polar 5, the synergy of multi-instrument cloud retrieval is illustrated. The remote sensing methods were validated us- ing truly collocated in situ and remote sensing observations. The data of identical instruments operated on both aircraft were merged to extend the spatial coverage of mean atmospheric quantities and turbulent and radiative flux measurement. Therefore, the data set of the ACLOUD campaign provides comprehensive in situ and remote sensing observations characterizing the cloudy Arctic atmosphere. All processed, calibrated, and validated data are published in the World Data Center PANGAEA as instrument-separated data subsets (Ehrlich et al., 2019b, https://doi.org/10.1594/PANGAEA.902603)
